South Texas Community Living was founded by former QMRP Debbie L. Adams in 1992 as clusters of 6-bed ICF/ID group homes located in San Antonio and the McAllen area in the Rio Grande Valley. In 1993, Texas HCS, Inc. was founded in San Antonio and McAllen, providing Home and Community Based Services (HCS) to individuals in residential and natural home settings. Also in 1993, Ms. Adams added Integrated Community Services to serve additional individuals in the HCS program in San Antonio and in Abilene. Texas HCS, Inc. expanded to serve individuals in the Beaumont area in 2000, and then in the Harlingen area of the Rio Grande Valley in 2008. Finally, Integrated Community Services expanded to serve the North Houston area in 2004.
Today, all three programs serve approximately 250 individuals statewide in group homes, natural homes, and in the foster care model. In addition, most of our regional management teams operate dynamic day activity programs, and coordinate a vast array of contracted professional services to meet the unique needs of our individuals. The Corporate management team in North Houston manages all statewide operations with a supportive hands-on approach, and participates cooperatively with many of our competitors in the advancement of statewide political and educational initiatives in order to stay on the cutting edge of our industry in Texas.
